# Suraksha Lens ### Climate Exploitation Risk Intelligence Platform for South Asia A flagship initiative of the South Asian Institute of Crime and Justice Studies (SAICJS). ## About Suraksha Lens is an AI-enabled early warning and early action platform designed to identify and prevent climate-linked exploitation before it occurs. The platform combines climate intelligence, geospatial analytics, socio-economic vulnerability indicators, and digital risk monitoring to surface early indicators of trafficking, unsafe migration, labour exploitation, and emerging scam risks in climate-affected regions. At the core of the system is the **Climate Exploitation Risk Index (CERI)** — a composite framework that models how climate hazards interact with exposure and structural vulnerabilities to increase exploitation risk across geographies. - Governments - Civil society organisations - Humanitarian actors - Researchers - Community networks - Disaster response stakeholders through anticipatory, evidence-based protection and coordinated response systems. # Regions Covered Current implementation includes: - India - Sri Lanka with scalability across South Asia. # Climate Exploitation Risk Index (CERI) The Climate Exploitation Risk Index (CERI) adapts the disaster risk assessment framework of the United Nations Sendai Framework for Disaster Risk Reduction (2015–2030) to analyse second-order social harms emerging from climate stress. CERI evaluates risk through three interconnected dimensions: ## Tier 1 — Hazard Climate hazard intensity and frequency: - Floods - Cyclones - Droughts - Heatwaves - Extreme weather events ## Tier 2 — Exposure Population and livelihood exposure within climate-stressed geographies. ## Tier 3 — Vulnerability Underlying socio-economic and governance conditions influencing exploitation risk, including: - Poverty - Informal labour - Migration dependence - Gender inequality - Marginalisation - Weak institutional systems The final index operationalises exploitation risk through the interaction of hazard, exposure, and vulnerability, enabling spatial risk assessment across districts and regions. # Platform Features - Climate exploitation risk mapping - Interactive geospatial dashboards - District and state-level analytics - Multi-tier risk diagnostics - AI-powered scam and trafficking signal detection - Region-specific trafficking pattern analysis - Early warning intelligence systems - Multi-country comparative analysis - Community-informed validation workflows # Technology Stack - Python - Streamlit - Pandas - GeoPandas - Plotly - GeoJSON - Machine Learning / AI - Geospatial Analytics # Repository Structure app/ # Streamlit dashboard application data/ # Raw and processed datasets geojson/ # Geospatial boundary files scripts/ # Processing and analytics scripts # Why It Matters Climate change is increasingly driving displacement, livelihood disruption, and unsafe migration across South Asia. These disruptions often heighten the risk of exploitation, trafficking, and digital harm, particularly for already vulnerable populations. # Future Roadmap - Expanded South Asian coverage - Real-time climate risk monitoring - Enhanced multilingual accessibility - Temporal risk forecasting - Adaptive capacity modelling - Advanced AI-enabled signal intelligence - Integrated humanitarian response systems # Team ## Ntasha Bhardwaj Founder — Suraksha Lens ## Mudita Sharma Data Scientist ## Bushra Ali Khan Research and Communications Officer ## Aanchal Modani Researcher # Organisation ## South Asian Institute of Crime and Justice Studies (SAICJS) SAICJS is focused on interdisciplinary research, policy engagement, and technology-driven approaches addressing crime, justice, gender, climate vulnerability, migration, and human protection across South Asia.
